Finance Division
Government of Pakistan Finance Division Jobs 2024
The Government of Pakistan’s Finance Division has announced exciting career opportunities at the Debt Management Office (DMO), established under the Fiscal Responsibility and Debt Limitation (FRDL) (Amendment) Act, 2022. This office plays a crucial role in reviewing, monitoring, and implementing the government’s debt policy and overseeing debt management. The Finance Division seeks to hire qualified professionals for the following positions on a contractual basis, initially for three years, with the possibility of extension based on performance.
1. Director (Risk Management) – MP-I
Location: Debt Management Office, Ministry of Finance
Key Responsibilities:
- Develop and periodically update the Medium-Term Debt Strategy (MTDS).
- Assist in formulating and executing the MTDS and annual Debt Management Plan.
- Provide policy advice on Government of Pakistan guarantees and contingent liabilities.
- Monitor external and domestic borrowing strategies and suggest improvements.
- Prepare and review public debt-related publications, including the Annual Debt Review and Public Debt Bulletin.
Qualifications and Experience:
- PhD or Master’s/MBA in Finance, Economics, or a related field from an HEC-recognized institution or a reputable international university.
- Preferred qualifications: Financial Risk Management (FRM) Certification, Chartered Financial Analyst (CFA) Charter holder, or Associate of Society of Actuaries (ASA).
- A minimum of 7 years of relevant experience for PhD holders or 9 years for Master’s degree holders.
2. Director (Data Management & Analytics) – MP-I
Location: Debt Management Office, Ministry of Finance
Key Responsibilities:
- Ensure data validation and transparency in public debt reporting.
- Maintain integration of public debt data from various sources, including SBP and EAD.
- Oversee the proper implementation of Debt Management software and tools.
- Provide timely and accurate data for reports such as the MTDS, Risk Reports, and Debt Bulletins.
Qualifications and Experience:
- PhD or Master’s in Computer Science, Economics, Statistics, or a related field from an HEC-recognized institution or a reputable international university.
- Preferred qualifications: Specialization in Data Analytics, Chartered Financial Analyst (CFA) Charter holder, LEAN/Six Sigma certification.
- A minimum of 7 years of relevant experience for PhD holders or 9 years for Master’s degree holders.
3. Assistant Director (Borrowing) – MP-III
Location: Debt Management Office, Ministry of Finance
Key Responsibilities:
- Assist in preparing the annual Borrowing Plan and Government Domestic Securities Auction Calendar.
- Support both domestic and external borrowing operations, including Eurobonds and commercial loans.
- Contribute to the preparation of the Annual Debt Review and Debt Bulletin.
Qualifications and Experience:
- Master’s/MBA in Finance or related disciplines from an HEC-recognized institution or a reputable international university.
- Preferred qualifications: Passing all three exams of the Chartered Financial Analyst (CFA) Program, or all exams of the Associate of Society of Actuaries (ASA).
- A minimum of 5 years of relevant experience.
4. Assistant Director (Data Management & Analytics) – MP-III
Location: Debt Management Office, Ministry of Finance
Key Responsibilities:
- Maintain and update records of public debt, government guarantees, and securities sold through auctions.
- Ensure the authenticity of debt data and its timely provision to stakeholders.
- Assist in integrating debt data and improving debt databases with approval from the competent authority.
Qualifications and Experience:
- Master’s/MBA in Finance or related disciplines from an HEC-recognized institution or a reputable international university.
- Preferred qualifications: Passing all three exams of the Chartered Financial Analyst (CFA) Program or all exams of the Institute of Chartered Accountants of Pakistan.
- A minimum of 5 years of relevant experience.
